OK, I searched and found nothing on the topic. I know I'm probably the last guy on earth to know the answer to this but, Why does Colt put the "For Military or Leo use only" marking on the receiver? Are they trying to move away from civilian sales or what?

It's a holdover from the 1994-2004 Assault Weapons Ban when those particular rifles with those features could only be sold to mil/leo. Also some states still have their own AWB. Colt is gladly selling those rifles to those of us who live in states where we can possess them.

The manufacturer can stamp "careful it's hot" on the barrel and it means nothing to state, federal & international lawmakers.
