What does it mean when someone says the upper has T marks, or T markings. Or something like that

it's the little white letters on the top rail of the upper, in leiu of having a carry handle. They are marked to be able to remove and replace accessories (optics) in the same spot and not have to worry about re-zeroing...

numbered slots on the flat top.

t is for top, r is for right, etc.
