If I wanted to change to a 14.5" bbl with the perm FH, would this be something that can be done at home?  Or, would I need to send the upper in to have the new bbl installed?  Any special tools needed?

You will need three things.
1. An AR barrel wrench
2. An AR receiver block
3. A sturdy vice.

It certainly can be done at home if you have those tools, a little mechanical know how and some patience.
Expect the wrench and receiver block to run you about $100 together.

ive seen the receiver block for 35 and the old TM style barrel wrench for 19.
no where near 100 bucks.
you will need a torque wrench though

a roll pin punch will also be needed.

Thanks guys.  In your opinion is it worth it trying to do it myself, or should I just have it done?  Any idea what the cost would be to have it done?

With the tools recommended by others here it's a simple mechanical process.  Are you sure it's going to be a one-time barrel change?  Never going to need tools to install another barrel or FF hand guards?  I would invest in the tools anyways...

if you have a 16" id just get it cut and permed at adco... but doing it yourself looks really easy.(changing, dont attempt to cut it yoursef)
