I put a scope on my flat top with a set of WARNE  split rings and  I am not sure how tight to tighten the screws, do you use a torqe wrench or just go by feel or what ?

I use loctite blue on all scope rings and just tighten the hell out of them.

65 inch pounds is the best guess... I base this on the following tool...

I have Leupold Mark IV rings on my bolt gun. I put blue loc-tite on them and then tighten them down to a reasonable tightness with a screwdriver.

I always stagger, though.

Red is for something you NEVER want to take back off.
If you ever think you may change scopes or a mount use blue.

Blue is fine for these applications.
I use red for engine crankshaft wear sleeves where it will never be taken off again.

Green is for things you will never take apart.  Red can be broken easily enough with a bit of heat.

A bit of heat on scope rings?  Not good.  Go with blue.  I have been using blue Lock-Tite for decades and have never had anything come loose or need any kind of heat to get loose.  In my younger and more foolish days where I figured if a little is good a lot would be better, I used used red and it was a nightmare getting loose because it was on scope rings that could not be heated enough to break the bond.  Even a soldering gun did not break the bond and I eventually drilled off the head so I could get the scope out and then torched it to get get the screw out.  Never again.  Blue holds just find on my elephant guns and BMG as well as numerous ARs so it will hold on yours too and you won't be cursing yourself if you decide to break it down later on.
