Now that a stripped lower is its own category on the form 4473...

I know I can buy and take possession of a rifle or shotgun from a dealer in a neighboring state.
I know I cannot take possession of a handgun from a dealer in a neighboring state.  If I buy from him, he must ship to an FFL in my home state and I take possession there.
How is a stripped lower treated?  Can I buy one and take possession in a neighboring state like a rifle or shotgun?

I ask because I am buying a stripped lower on-line and my uncle has an FFL but he is in SC and I'm in NC so I wasn't sure if I could use him for the transfer or not.  I know if it was a complete AR, I could use him and I actually have in the past.  I wasn't sure about the stripped lower now that they are their own category.

Must be in state from what my dealer has told me.

According to the 1968 Gun Control Act, only long guns (rifle or shotgun) can be purchased from a dealer by an out-of-state resident (if such sale is allowed by the state law where the dealer does business). A receiver has its own definition as a firearm, and is not a long gun.
