I want to mount a scope on my 20" flat top with see thru rings or some other mounting system that will allow me to use my BUIS without removing the scope.
Has anyone done this?

A magnified scope? If so, the scope will always just bypass the BUIS, they wont look like much more than a blur due to the magnification. if you're using a red dot, then yes, it's called cowitness.

If your going for what I think your going for, I would say get a QD scope mount would be your best choice, or a 1-4 variable scope

If I understand what you are thinking correctly(magnified scope, right?), then you could use a see through type ring to make this possible.  However, it is going to put your scope reeeeeaaaally high, probably necessitating a raised cheek piece on the stock.  This will then make it harder to line up on the irons if you want to use them.

QD mount is probably a better way to go.

Your scope would be so high as to make a cheek weld impossible.

Yes. I can see my irons right through my aimpoint. Don't need a special mount, and I don't need to remove it.
Now, if you want to use a magnified scope, that's a different story.
A better solution might be to mount a small red dot in an offset mount along with your magnified scope.
You really don't want to mount a scope so high you can see through to use the irons. Like so
