Does Noveske make a 5.56 pistol lower? If not, what good manufacturers do? Thanks.

No, they don't. Why don't you just 4473 a stripped Noveske Lower as a pistol. Then you should be good to go.
If you want marked you could either send it to Orion or get a RRA or Spikes

Now a days, all recievers should be 4473'd as a 'reciever', so you can do whatever you want with them, although i don't blame people for wanting one that says pistol just so they don't have to worry about ignorant cops.
