Looking for a complete lower.  With or without collapsible stock (or just a complete mil-spec buffer tube assembly).  Doesn't have to be top of the line, just a decent lower with a pretty good rep.  Who has the best prices?  Also, what's the general opinion on carbon fiber lowers?  Would love to build a lightweight AR15, but not sure how a carbon fiber will hold up in a trunk gun/back up SHTF mode.  Might just use a carbon fiber lower for a dedicated 22lr upper if they are worth a flip.  Thanks in advance.

I thought they were fixed stock lowers?  Do they have an option of attaching collapsible stocks?

No, but the stock can be shortened.

Not that I'm aware of, Bushmaster has a Carbon lower with a collapsable stock but I've never seen that sold any other way except as a complete weapon. The Cav arms is GTG, lightweight and durable. Also considering what you won't have to buy it's a good deal, Brownells has them in stock or at least they did last week. The Cav arms comes with extension, stock,  pistol grip and trigger guard as integral to the lower.

Came across the shortening cavarms stock thread  I might even be able to do this and I'm pretty inept with tools.

What tools I need to put a lower together?  How long would it take?  My free time has been taken up by court, late calls, and training as of late.  8 hours of free time gone tomorrow due to training and work detail.

Somebody beat me to recommending Spike's.  Ah, well.  Good lowers, and that's a good price on an LPK.
My first time, I think it took about an hour - most of that because I wasn't familiar with the parts.  Now it takes something like 15 minutes.  My tools are a set of punches, a hammer, a razor blade, and a pair of needle nose pliers.  Well... and an armorer's tool, to tighten the stock nut with.

You need an armorers wrench for the stock nut on a collapsible stock.

For generic installation I recomend pliers or vise grips to press the roll pins in. Make sure you cover the jaws of the pliers/vice grips with duct tape to keep from scratching the lower. A razor blade can be used for the front takedown detent, though I've used my fingernail.

Here is a good set of instuctions.

It should take anywhere from 15 to 30 minutes to assemble.

I have this already.  Still need armorers wrench?
ETA:  Nevermind.  See on the link that I don't need one for the lower.

Recently all of my builds have been on Red River Tactical lowers - I haven't found a lower I like more than these - great quality and finish. Not sure if you can get them completely built out - would have to do some research on it. I know you can get the stripped uppers and lowers from omniguns.com and of course from the source at redrivertacticalsupply.com you might be able to inquire about getting one assembled - dunno cause I have never gone that route - I always piece mine together.
