Can the buffer spring & buffer be changed out on a collapsible stock without unscrewing it from the lower?? thx...

I did it quite often actually. Never had a problem.

Yes, push down on the buffer detent (red arrow) and the buffer & spring can be removed:

You will probably need to have the hammer cocked.
