I know that most lower receivers are basically the same but is the same true with stripped uppers?

For the most part yes, unless you get into some of the odd configurations like VLTOR MUR, DPMS Lo Pro Upper, Side chargers, etc. But all the mainstream configs would be like lowers pretty much.
