i always see the white punisher skulls on peoples lowers...is that a paint job or a sticker? either way...how do i go about getting one!

most likely what you are seeing is the laser-engraving done by Spikes Tactical- you can order your lower from them like that or mail it into them and they can do it for you. It's laser engraving (and it looks awesome )
