I live in California , and I am building a AR according to current laws. I  have a Colt H-Bar upper receiver that I want to mate it with another brand lower receiver but the front take down pin is a different diameter, the Colts being alittle bit larger. Should I find someone to redrill my new lower receiver , or is there  someone in the market that makes a sleeve that adapts to the Colt receiver, to reduce its inside diameter.  What do you reccommend ?

No matter what you do, do not drill the pivot hole on your lower.  If you do, there will be not enough metal left there.

That's interesting. I wonder what the "accuracy" would be like after 10,000k full-auto rounds.... Pretty much a smooth-bore I would guess... 15-20 moa?
