It has to do with if it can accept drop in parts to be full auto.  The low shelf allows for room to put in the auto sear, the high shelf does not.   The RDIAS is an acronym for registered drop in auto sear.

The "shelf" is the height of the material in the rear of the lower's fire control group area, around where the takedown lug goes.  A "high shelf" is generally thought of to be incompatible with the use of a Registered Drop In Auto Sear (RDIAS) because there isn't enough space for the RDIAS to fit into.  Not all "low shelf" lowers are immediately compatible with RDIASs because they may not have a wide enough opening for an RDIAS.

If you're looking for a potential host for an RDIAS, it makes a difference.  If you're not interested in the rather large investment a RDIAS represents, don't worry about what kind of "shelf" a lower has.

Just to add, a "high" shelf is never higher than the bottom of the lug of the upper, so you should NOT have any more problem fitting any upper than a "low" shelf version.

If you use an accuwedge, the shelf height might effect how it fits, but that is easily remedied with a razor blade and 5 minutes of shaving the bottom of the accuwedge.
