Was wondering if this is normal
It seems that when I shake the buffer up and down I hear something rattle inside the buffer is this normal.

Yes, it's normal for all buffers' weights to rattle inside the buffer.
I've got LMT standard carbine, LMT H, Vltor standard and a rifle buffer, all does the same thing.
