The question is if I have a rock River barrel and need a front sight base
will the taper pin holes from any other companys line up or do I need to get a rock river front sight base?

FSBs are factory installed. It's unlikely that ANY FSB, even from the same manufacturor will line up with a different barrel.
What happened to the old FSB?

Best bet if you want a fixed FSB is to send it to ADCO to have one installed.

A clamp on FSB from Armalite or a low pro gas block with longer rails & a flip up front sight.

ADCO should be able to intall a new FSB with taper pins...
or you could get a FSB that uses set screws instead of taper pins (Armalite make one IIRC)
