No, it is threaded on there. Im just having a hard time getting it off.

It's a "brake". It decelerates rearward motion. (Braking effect)

Just stick a long screwdriver into the slots and start turning. Use it as an improvised breaker bar. It's how I've removed em' in the past.

Put the rifle securely in a vise, attach large wrench to wrench flats, attach long cheater bar to wrench, loosen.
