If a round does not fully chamber, hit the forward assist and it will usually chamber it.

Correct. When you insert the fresh magazine you hit the bolt catch to chamber a new round. You have the option of either using the bolt catch or the charging handle. The forward assist can be used to push the bolt forward if it fails to seat completely.

When the first magazine is empty, the magazine follower will push up on the bolt catch causing it to stop the bolt as it travels forward. When you hit/pust the bolt catch you push the tab back down and allow the bolt to travel forward under spring pressure.

The forward assist is used if the bolt fails to seat completely because the spring is weak or the ammo in the magazine is dirty causing extra drag or because the rifle itself is dirty causing extra drag, etc., etc.

By "fails to seat completely" I mean the round does not fully enter the chamber and the bolt is not completely forward and rotated to lock it into place

OR say after a press ch, you may think about fwd assist to be sure it's seated.

what you try to say if i want to shoot with the ar15 is no obligatory pull the charging handle so i mean  i shoot today and tomorrow i want to practice put the magazine and hit the bolt catch and i can shoot without reload the rifle with pulling charging handle by the way if supposing i pull the trigger and insert the fresh magazine the bolt cath is not work because i pull the triggerso is necessary pull the charging handle ?

If the bolt is locked back (you can see into the ejection port) you can use the bolt catch to release it. If the bolt is forward, you must use the Charging handle.

Correct in both cases. If the bolt isn't fully forward you'll see a slight gap at the front, and a medium strike or 2 on the forward assist with the heel of the hand will fix the problem.
