I'm in a bit of a bind.

I had already purchased a complete Stag Arms kit sans lower when I found out that, apparently, some recent changes to form 4473 mean you have to be 21 or older to buy a stripped lower!

Well... I'm not 21 or older. What can I do now? Is this even correct?

It isn't a straw purchase as long as you are legally allowed to own the firearm.  For example, in some states you can purchase pistols in private transactions at the age of 18 and it's totally legal, but you can't buy from an FFL until 21.

I am sure that it states on the 4473 that its 18 and above for a long gun and 21 and above for a handgun. You should be fine to purchase the lower barring some Georgia law.

Are you attempting to purchase an ar15 pistol lower? Then you need to be 21.

A straw purchase is when person A buys a firearm for person B, while person B cannot legally own/possess said firearm. A parent may purchase the firearm and gift it to the their children.

There have been changes to the 4473 that require you to be 21 to purchase lowers that are not complete since they can be assembled as a pistol,it is nationwide.By the way i think in ga a parent can give a pistol to an 18 plus,at least i believe that to be correct.

It's not Georgia state law as far as I know, but I saw a post here recently with a scan of an updated 4473 stating that a "receiver or frame" (or something like that) has to be marked "Other" on the 4473, and anything marked "Other" can't be sold to anyone under 21.

EDIT: Beaten.

EDIT AGAIN: So, does this only apply if it's being transferred by a dealer? There's no reason I can't buy a stripped lower from a private seller? I'm assuming the several replies on the matter are a "yes."

I purchased another lower today and the dealer was still using the old forms, it was listed as a rifle. The new forms are not required untill the 15th of November, see if your dealer is still using his old forms.

A little off the forum topic, but since I'm bumping this thread, I might as well ask. I believe that, at least in most states, an 18 year old can possess a handgun, he just can't buy one. But if what's being said here about stripped lowers is true, does that mean an 18 year old can legally buy a pistol in a private sale, just not through a dealer? Or is that something completely different?
