Chrome/Molybdenum are part of the carbon-steel allow used in barrel making (either 4150, or 4140/Vanadium in the barrel)

Chrome lined refers to actually lining the bore with chrome - which is the desirable feature.

A 'chrome moly' barrel is nothing more than unlined, which can make better accuracy, but lacks the corrosion resistance that chrome lining affords.

And outfits that advertise "chrome-moly" are trying to gull newbies into thinking there is something special about them. What they're doing may be legal, but it denotes an "let's screw the customer any way we can" attitude, and I personally will not do business with such people.
