If using a fixed position telestock assembly do I have to use a rifle size buffer and spring?

Depends on the barrel length. If you have a carbine barrel use a carbine buffer. I use H buffers on all of my carbines and on a Mid length.

Should I use a rifle length buffer on a 14.5 with permanent brake to make the length 16 or will a "H" buffer work?

Carbine or H buffer. The H buffer was designed for the 14.7" barrel.

It may be too long to function correctly if I remember. It is also a little light for a 14.7" Carbine length barrel though and you may have failure to feed problems.

It depends on the Buffer tube itself if it is a collapsible stock it  will have a carbine buffer tube and require a carbine buffer.

You have to check the tube depth. I believe some companies put out fixed carbine type stocks with rifle buffer length tubes and some had carbine buffer length tubes.

No not necessarily you have to measure to be sure.

Which fixed length telestock do you have ?  Most used a pinned shorter length buffer tube but a few used a rifle length tube.  Use a tape measure to measure the length inside the tube. If it is  7 inches you have a carbine tube and will need to use a carbine buffer.

True, but he's not talking about a collapsible stock. As mentioned, he needs to measure it to be for sure, because it could have either. Carbine tubes are 7" and rifles 9.5".

Correct wouldn't be long enough.
