I am installing a free float Samson CXF rail that goes around the FSB.
I already have ground down the bottom of the FSB, but now the bottom half of the rail will not go past the handguard cap.
How do I remove the handguard cap, as I have already trid to use a dremel tool on it and am having a tough time.

Using a good punch and a hammer, punch out the two taper pins that secure the FSB to the barrel.  I start with a oversized punch, and once the taper pins start moving switch to a punch the same diameter of the pins.  

Once the pins are out, lube the barrel in front of the FSB, then tap the FSB forward off the barrel.  I use the handle of the hammer.  The handguard cap should come off.  Reverse your steps to reattach.

Be sure you work on a solid surface, and that you support the barrel as you drive out the taper pins.

You could try to dremel it completely off, though the small portion that sits between the FSB and barrel might be difficult or impossible to get to.  A new cutting bit might work better.

I guess I can try to grind it down as much as possible with the dremel.

Dumb question, but can I use the same pins to re mount the FSB?
Will the FSB be sighted in as before? Thanks all

Yes, you can reuse the pins.  Zero should be nearly the same, but you'll need to verify.

also the pins come out in one direction. the pins are tappered, use a punch and knock out the smaller end of the pin.
