ok, so i have decided to jump on the bandwagon and put out the extra bit of money for a colt. i want a 16ish inch barrel, a collapsible stock. this will be my first AR and i was wondering

1. what model colt should i look for, with the above options?

2. how do i get one? is it all at local gunshops or can i order them through a FFL directly through colt? kind of confused

3. if i want to put a light on it, and or a optic, what kind of rail do i need?

1.

look for a LEO model...I'd stay away from MT series just because they don't come with all the evil features (FH, bayo lug, collapsible stock).

Colt offer 3 different carbines with 16'' barrel and collapsible  stock:

Govt Carbine

Tactical Carbine

LE Carbine

I'd suggest you to choose a carbine with a flat top upper.

No, they are removable on the Tactical Carbine 6721 and the LE Carbine 6920.

First advice is to look thru the optics mounts and sights picture thread it can give you an idea of what to look for and ask questions about.
To mount optics to the rails you would need a scope mount with the appropriate size scope rings and a Picatinny mounting base .  Look at ARMS, Larue Tactical, or any number or other mount providers.

The picture below shows what the top rail looks like.  Any number of accessories mount to the rails with differing attachment methods from latches to thumb screws and in the case of the back up iron sight mounted below a hex head screw.

If you cannot find an AR locally you like you can order one from one of the on line dealers here in the industry section of AR15.com or thru places like www.specializedarmament.com/

To order on that way you would have to pay for the rifle and have a local dealer to you send a copy of their FFL to the dealer you are buying it from.  They will then ship the rifle to your local dealer and then your dealer can do the transfer to you.

This would require you to ask around your local gunshops to see if they will do a transfer for you from another dealer and find out how much they will charge for the transfer.

As far as adding a rail system in place of the handguards there are many options available to you there as well.  Once again look thru the picture threads and if you see one you have interest in ask a question about it.  There are too many manufacturers to list.

The following pictures are the same rifle just with the handguards replaced with a Knights Armament M5 RAS.  The rails on the RAS allow you to mount flashlights, lasers, sling loops etc....

I prefer to make my own.....This is a MT6400 modified to mimic the M4A1.
