i've noticed that a lot rifles with higher end stainless barrels (noveske, white oak, etc) have had them (the barrels) left in the raw bead-blasted finish.  Is there any functional reason why you would not finish the barrel in something (gunkote, cerakote, etc) or are they left this way purely for aesthetics?

Adding a coating is just another cost that really isn't needed (unless you want the barrel a particular color).  Stainless doesn't need the same level of rust preventsion that the standard chrome-moly steel needs.
