Okay...so I just got a new Bushmaster (one of their 9mm Carbon-15 pistols) and I plan to SBR it.  Here is what I hope to someday achieve:

I want to mount a flashlight on it, however, it only has a single rail (a top rail) running the entire length of the receiver and handguard.  I obviously cannot mount a flashlight on this rail because it would interfere with the sights and any optics I put on it.  I would love to hear all of the ideas that you might have for mounting a flashlight on this...from adding rails to the innovative use of offset mounts...please, let's hear 'em!

Would a Viking Tactics mount clear the sights?

YHM offset mount.  It will move it off centerline for you.

That's what I was going to suggest.

Forgive me if I'm wrong but I thought a pistol cannot be converted to a rifle.  At least as far as the ATF is concerned.

As long as you FIRST properly register it with the ATF as a SBR (Short Barrel Rifle) you can "convert it" to a rifle. If you do the modification before you have the approved ATF paper in your hand you get to spend 10 years in a nice comfy cement room. And don't forget about the small $250,000 fee they will charge you as well....
