I had a similar problem with a free float I installed on a mid-length that I put together.  I turned the face of the threaded part of the tube down a few thousandths at a time until it indexed correctly.  I was putting a rifle length tube over a cut down gas block, so I didn't have to take anything apart to get the tube on and off, making it pretty simple.  I used a lathe (since I have one), but I am sure you can do the same thing with a flat surface and some sandpaper.  A good plan A (before taking anything apart) is probably to take it back to wherever you got it and complain, take a level along for demo purposes.  Or call RRA.  You might get it taken care of without cutting on your brand new gun.
