So, I had the bolt locked back and inserted a full mag, hit the release and let the bolt fly forward.  Did a brass check like I always do, didn't take one.  Messing around some more I noticed it the mag catch wouldn't take a fulliy loaded mag if the bolt was home no matter what I did.  Loaded it one more time with the bolt back and it took a round off the top this time.  Maybe it wasn't fully inserted the first time, but what I find odd is that the mag won't catch with the bolt forward.  This was with a C Products mag with Magpul follower full of WWB .223 in a SW MP15T.

UPDATE:  I manually unloaded the C Products Mag, turned out it had 31 rounds in it.  This mag is brand new, I didn't force anything.  My HK mag loaded up just fine as I used it to compare.  I wasn't sure this was originally a mag problem, so that's why it is in the general area.

yep, 31 rounds will do that. its a little hard to insert my mags with 30 rounds in them when the bolt is forward, but give it a little tap and theres no problems

If a brand new mag is taking 31 easily should I just return it?  I think it's pretty unacceptable.

I think you should just load thirty and be done with it.

Not particularly. I tend to do the same from time to time. Short attention span
 My foolproof: stripperclips. You absolutely cannot  over-load a mag when loading 10 rds at a time
