I have not been on the board in a LONG time so, I'm really out of touch with the AR-15 marketplace, issues, etc. I know this much. I want to get one before somebody in Washington says I can't. I figure I have about a year and a half to go . . .

Whatever I wind up with will shoot better than I can shoot it unless I put a scope on it. Simply put, my eyes suck. I'm not a big shooting afficianado but, I like to when I get the time.

My question is this . . . and it's subjective, but what isn't these days? Which manufacturer will give me the best value for my money? One gunsmith today told me that DPMS was the only thing to have because they are the only ones being made now that are mil-spec. I'm not looking for a racecar, just a nice Chevy or Ford. I'm just wanting a quality rifle for punching paper, varmits,and home protection. I would like something like a Colt AR15A3 Tactical Carbine, just as a point of reference.

In the alternative, and lump sum money can be an issue . . . What about buying a stripped lower receiver, assemble it and "Pay as I go"? By the time the ban gets here, if it does, I could already have two put together.

If I go that route, 1) what's the best platform to start with (MEGA?) AND 2) Who offers up the best quality lower parts kit?

CMMG and Stag are your best bang for the buck and also VERY high quality at low/reasonable prices.

Both stand firm behind their products and will go out of their way to keep you happy.

bushmaster, stag, rra, armalite, etc.

I would only buy DPMS if I was on prom queen tight budget.

You really need to make the decision yourself as far as buying a complete rifle vs. building from parts/pieces. Do you have the tools/know how to take on your own build? It's not hard given the proper resources/tools, just a point to consider. Check out the build it yourself board tons of good info to be had there.

I'd recommend finding either a good deal on a new rifle or a nice used one to start with. There are many good deals to be found here on the EE boards, you just have to sniff them out.
If you decide to go the new route, Bushmasters are very good rifles that can be had new for under $1K in the configuration that you're looking for.
these sell at one of my local shops for under $900.

That Bushmaster configuration is what I'm looking for. I feel like I could do the lower without any trouble. It's just hard for me to come up with $900 +/- all at once and plop it down. I find that I'm starting to talk myself into going to build the lower route but, like I said in my original post, I really don't have a clue about who is making the best components.

I hear what you're saying but, sometimes the words "best" and "cheapest" don't belong in the same sentence. Figure out what your budget will allow and go from there. Realistically you could put together a nice rifle from parts bought on the EE for $500-600, but that often involves hours of "parts scroungin".
