I have an AR-15 and when I have the mag out and the bolt closed for some reason I cannot move the lever to the SAFE or FIRE positions.  If I pull the charging handle, I can then move the lever to SAFE or FIRE.  Is this normal for the lever not to move until you pull the charging handle.

If you pull the trigger and drop the hammer the safe/fire selector will not move.

if the rifle is uncocked you cant move the selector

It is normal for the safety selector to not move if the hammer is not "set" back.

yes, it will not go on saftey unless its cocked and ready to fire.
