He had just fought to a draw with a larger Union Army. Had he attacked D.C. (which did have some good defenses) he risked getting caught between D.C. and the Army of the Potomac. He would have been ground to pieces. Lee wasn't that much better than the Union generals, he gained his advantage by being defensive in a state he knew well (VA) during a period in history that really favored the defender. He didn't do so well when he left the South and invaded the North.
