I have a post ban lower- And if the Ban is gone ( for now ), Is it legal to put on a preban upper( flash hider, short stock etc) ?

There is no more federal AWB, so there is no such thing as a post ban and or pre ban lower. Unless you live in an area that has its own AWB.

If you have no such local laws, you can dress it out anyway you please.
