I was wondering if anyone knows what the shortest barrel length can be on AR upper in NJ?  Does the total length include the muzzle brake?

Don't know about the NJ thing, but generally you need paperwork for anything shorter than 16".

As for the muzzle attachment, that only counts as length if it is permanently attached (i.e. silver soldered, pinned, etc.).  Red Loctite DOES NOT count because the BATF will use a 8' breaker bar to test your muzzle attachment.  If it comes loose without destroying your barrel, expect to spend some time in club fed!

I don't know of any states that have a barrel length restriction of more than 16"

as mentioned above, Federal Regs say nothing less than 16" unless you register it as a SBR and pay your $200 tax.

I don't know if SBR's are legal in NJ.

Uppers can be any length.  Its the rifle barrel and overall length that matters.  You caould have just a 7" upper and be fine or a 7" pistol upper and be fine etc.  16" barrel and 26"? overall are your rifle limits.

New Jersey has Title 2 restrictions. NFA machine guns are okay with a stamp, but no SBRs, no SBSs, and no Silencers.  I have heard that they still have a "no flash hider" regulation left from the AWB, but I have no direct knowlegde of that.

The info here is five years old, but I believe still accurate as to NFA treatments in various states.

Total length with PERMANENT fixed brake or without can't be shorter than 16". Nothing shorter is legal.
