Who makes lowers with Multi or no caliber markings on them . Or even Blank except for a serial#.

you might get in touch with tom sawyer where they do custom lowers
you could get engraved whatever you wanted on it

My POF lower is stamped MULTI.

Global tactical has no claiber markings - I have three of them

Dalphon are marked multi... got two of them

Megas are marked multi (most of them at least)

thats All I care to remember at the moment.

Not any more. Tom Sawyer pretty much closed shop and sold all his engraving equipment.

His work looks just as good.
