Neither are needed unless you're sitting around telling 'Nam stories.

DD, I was looking at that upper for a build recently, but went with something else because I wanted a monolithic look with my Troy rails, and the lowpro upper has a rail that is slightly higher than a normal flat top's.

And that's where it's kind of annoying.  It's 0.030" higher and things don't tend to line up perfectly.  Then you're looking at big(ger) rail systems with cantilevers over the receiver and it's just not clean.  It's the perfect setup though for competition and every day rifles since neither feature is needed.
