On older AR15s I noticed that one side of the magwell was flat-where the newer Ar15s have enforced magwells...Does this make a difference?

The newer ones have the "fence" to protect the mag release button from being accidentally depressed.. That as far as I know, is the only difference and purpose of the new design.
