I have a scoped rifle with a RAC ?? quad type mount forearm.  I have a seen a picture of an open sight mounted on the angle of the forearm once.  Does anyone know of this or have any other options for a short range sighting devise to add to a scoped AR?  Thanks in advance.

I have seen what your talking about, I have not personally fired one  but i don't see why it wouldn't work. The main optic I have seen used is Docter optics small reflex sights, or even a small cmore sight.  I have seen two different ways to mount the optic.
1.) there are scope rings out there that have a rail intergrated in to the top of the scope ring LaRue makes one. I like it cause you don't have to cant the rifle at an angle to see the optic just shift your head.
2.) I believe YHM makes a angled rail that attaches to your quad rail that allows you to mount at 2, 4, 8, 10 position or I believe DPMS has a 6 railed FF tube. either i believe should suffise for what your asking. And you could even mount something like an eotech.

Common in 3-gun rifles, this one is from JP Enterprises.

What kind of pic?  In the .mil this is done as part of unit SOP where the carry handle has to be kept on the weapon, even when not in use.
In three gun it used as described in the post above.
