I checked out this weapon on their web and can someone tell me if this is pre-ban configuration?

did you not read the description? its clearly states how its configured unless you dont know what you are looking for.

And unless you specify you need a neutered moel you are most likely going to get a NO BAN model (aka pre ban config.).
