I am in need of someone to pin/weld a new flash suppressor and install a Larue rail on a new rifle.  Is this something that any local gunsmith can do or should I send it off to a reputable gunsmith that I've read about in these forums?

Or in other words, is this job a pretty basic operation?  Thanks for your opinions.
