I don't know but according with biggerhammer.net:

BD000134 and Below (AR-15A3 Tactical Carbine - very rare model) - Pre Ban

LEO weapon? Its simply part of the serial number, it doesn't actually stand for anything.

Either that or its part of the Lawenforcement Brotherhood of Darkness....
