What are they? I searched here and google but didn't find anything. Going to buy a upper but one has them for 70 dollars more, one don't. Sorry if this is super stupid to ask.

They're laser etched numeric markings in between the picatinny cuts on the upper receiver. They're used most commonly for optics mounting as you can zero it in on one of the numbers, remove it for what ever reason, then put it back on that easy to remember number.

It's alot easier than trying to remember exactly where you had mounted your optic, or individually counting each picatinny cut.

They are for accurate replacement of accessories onto the same slot on the rail.

For what it's worth they're kind of nice to have-but not $70 more nice.

For $70 I'd just force myself to remember where I mounted my optic

That's no joke. They should add, if anything, $5-$10 MAX.
