Can anyone tell me the rationale behind the BATFs requirement for bringing an under 16" barrel up to 16" by the addition of a FS or compensator. Does it really change the ballistics of the bullet? It seems intuitive that a 14.5" barrel will act as a 14.5" barrel whether or not a FS or compensator ie afixed to the muzzle.

They dont care about ballistics, they care about over all length of the weapon.
