I see them for $911 at Legal Transfers(ar15sales.com), but it appears that is for LEO. I am not a LEO...so, how do I get one from them?

there are no restictions, if a dealer has them in stock he can sell them to you.

Dont know how truth there is to this but dealer did not want to loose his Colt LEO dist. He Called Colt  and asked Colt had no problems with him selling to public.

Also, this latest batch now has the FULL AUTO bolt! Colt has decided since the expiration of the crime bill, no need to make two seperate bolt carriers. Now I know you are scrathing your head commenting that the bolt had nothing to do with the crime bill, and I concur, but this is what the head of the LE department told me just yesterday!

Dealers give discounts to LEO's. You can't buy a 6920 for that amount. More like $1200.
