Can someone explain SPR or NFA rules and how it works. eg.) 14.5 inch barrel with flash hider not perm attached. How does one start the process and how much does it cost?

There is an SBR (Short Barreled Rifle) FAQ over in the M16-Full Auto forum. It's tacked and up at the top.
Check your state laws first to see if they allow it before starting the Federal stuff.
