I’m looking for a new upper What is the difference between an M4 with a 16in brl and an A3 with a 15in brl Is one better?

Nothing wrong,both are good choices, 14.5 + f/s is better choice of the two.
Like 1/7 is slightly better than 1/9.
Chromed lined is slightly better than any other none chrome lined barrel.
