When the barrel length is given, is this dimension with, or without the flash suppressor (muzzle device) ?
For example, I believe the military M4 uses a 14.5" barrel. Is this the length of the actual barrel, or is this the length including the flash suppressor ?
What about with civilian uppers ? What is the standard (with or without the muzzle device)?

From what I've seen, if the total length includes the muzzle device it will usually be specified that way in the product literature; for example if the barrel is 14.5" and a muzzle device has been permanently attached to get it to legal (over class 3 ) length they'll say so in the product brochure - that's how I've usually seen the makers specify in their ads...now if it's a barrel with no muzzle device than obviously the overall length will be all barrel...

I know in certain instances it is clearly stated. I own two such uppers. My Bushmaster M4 clone has a 14.5" barrel with a l o n g muzzle brake on it to bring it up to 16". I also have a couple of those 11.5" uppers with a permenant flash suppressor that brings the length up to 16".
However, I how does my Bushmaster M4 look alike upper really compare to the real thing in terms of barrel length ? Are they both the same length barrel and mine has a longer muzzle brake to bring it into complience with the NFA ? Or is the military M4 barrel actually shorter than 14.5" and the flash suppressor brings it up to 14.5" ?

If the flash hider or muzzle brake is permanently attached then it is included in the measurement.  If the device is simply threaded on then it is not included.  Military M4 barrels are 14.5" not including the length of whatever they may attach to the muzzle.
