What is the purpose of the ARMS #40L back up sight?  Whats wrong with the normal one?

Back up iron sites (BUIS) are not used with a normal site set up.  With a flat top AR, there is no rear site, there is only a flat rail.  This is useful for mounting a red dot optic, sometimes in conjunction with an optic multiplier for more long range work, or an NVG optic.  Perhaps you've mounted a scope for long range work.

What to do if the batteries go dead or the optic is damaged?  Simply flip up your BUIS and you're back in the fight.

Edit to add:  The L is the low profile one, which will fit under the rear bell of a scope without having to put excessively high rings or move the scope excessively foreward.  Both of the above would be bad.  If the scope goes bad, you just remove it and the BUIS is in place to be flipped up and the shooter is back in play.
