In Service Rifle, no, Irons only.

In some NRA and Sniper competitions, yes.

But there are many different classes, organizations and types of events to compete in, so your question is so vague so as to be practically unanswerable.

High power as in 'Service Rifle'?  No. (at least not in the US - IIRC the Canadians allow use of the ELCAN in their High Power competitions).

Sure you can, but you'll immediately be put under "Match Gun".   You can not use it in Service Rifle.
