Sounds bent to me. or just "new" tight.  Is this a new Rifle? Field strip it and examine the CH, check for straightness.

Why did you replace the original CH?

If it is tight but not bent, but the rifle charges and cycles, lubricate well, and work the charging handle by pulling the bolt back and releasing it (not riding it forward) until it wears in.

If you have to break out the vise or dremel you might as well throw the CH away. Replace it so as not to damage your upper if you must do something. It's an $18 part.

Well if it is a new rifle and under warranty why don't you call Les Baer and explain the problem. Those aren't cheap rifles to begin with, it should work on a new rifle. I had a similar problem on a BUshmaster upper, and ended up swapping charging handles with one of my opther ARs and it worked fine on both after the swap. sometimes receiver to charging handle tolerances vary a bit.
