Can somebody explain to me why these cost so much and what the exact cost is. Are they banned currently or did AWB experation allow them again. If they are super expensive yet is there a cheaper alternative such as flare launcher that gives the same look? Thanks

Grenade launchers and ammo are both heavily regulated. Flare launchers are silly. Spend the money on ammo.

37mm launchers are available as long as you don't reload anything BATF considers an anti-personnel round. The M203 can be bought if you have the money but it is considered a destructive device and will require a tax stamp.

Not quite true the recieavers themselfs are title 1 and can be legally obtained like a firearm but put a 40mm barrel on or even possess one makes it a destructive device, you can sleave a 40mm barrel to 37MM then install it on a real M203 then it will be legal. but I would not waste my money when you can set up the gun with optics, stocks, Etc! Ect! make the weapon functional.

There's a huge difference between the IMHO junky looking 37mm launchers and a real M203. Of course part of that difference is the pricetag, but the M203 is awesome fun in terms of shooting.

I dont know. I was thinking of putting one on my rifle for the boat.

Why? $6 for a flare? You can get flares far cheaper than that - and they'll be designed for boat use.
