I was at the Indy 1500 this weekend and some guy had a complete lower marked "Stinger". There were no other markings that I noticed. He tried to tell me that it was a RRA and that Rock River was marking the Civi receivers Stinger and the Govt. receivers RRA. I know that is complete BS however I can't help but wonder where the Stinger lower comes from.
Anyone?

They come out of Tumwater Washington, where they are made by a machine shop.  You should find them to be of similar quality to the Mega, which has been reviewed as oustanding by just about everyone who has assembled an AR15 out of them.

I have a couple Stingers I got from the Former Dalphon (RIP)
Both are Multi-Cal Marked and of excellent quality.
