Just use a drill or dremel to remove the flare from one side of the rivet.  IIRC, it's a 1/8" bit, but verify that because it's been a while since I've done this.  Just keep a steady hand and you won't cut anything but the rivet.

I used a drill bit and slowly by hand twisted it until a little ring of metal fell off, then just punch it out.

you should be able to punch out the roll pin with a regular non-tapered brass punch.  make sure you use one large enough so that you don't just embed it into the roll pin.

A light tap with a punch and a plastic mallet will pop the head right off the rivet.

Not everyone has the roll-pin type. If you have a roll pin, as hal9k said (i believe it's 1/8th") use a proper punch and drift it out, if it's the rivet you have to cut off the peened end (non rivet head end0 and then drift out with the proper size punch.

The roll pin  you'll have to tap all the way out.

I could be wrong, but the TWO riveted swivels on Bushmaster uppers I have removed didnt require cutting the head of the rivets, just a solid tap with a punch.

Some companies use roll pins, some rivets.  Both are easy to get out.
